No one remembers when the Empire's rule began. People say it will never end, and they think resistance is impossible... but the Rebels have been preparing like never before. They have been secretly planning, gathering intelligence, and stoking resentment in the districts. But the Empire has countless strengths and will use all its strength against the Rebels. The revolution begins now.

Unrest pits two players against one another in an asymmetrical struggle for control of five city districts. Will the Rebels succeed in their mission and overthrow the Regime? Or will the Empire maintain its grip?
